Yea, a balaclava isn't really scary. At one point I needed to register on some site that required a photo, so I tried to be funny, put on a black balaclava and took some pics in it. Since then I know it actually looks rather goofy 
Anyway. If you're going for someone with that big of a frame, I'd try some other outfit. Overalls made sense for Myers since 1) it was a cheaply made movie, 2) the dude is not supposed to be sophisticated, 3) it's kind of a visual pun since the dude kills people with machetes and chainsaws so he gets himself dirty. So it's funny to imagine how he takes the bloody overalls off at the end of the day of hard work, and tosses them in the washing machine.
Since yours is a silent strangler, and is supposed to be a regular human that just kills for fun... What kind of outfit would message that vibe? Think of it like a superhero/villain outfit which is supposed to tell you something about them.
Personally I'm thinking something weird-ass, like a swamp monster in ghillie suit covered in leaves and vines or something. That would sorta 'explain' how nobody ever sees him, since he has his underground ways. But that's just the first idea that popped in my head. You don't even need to completely ditch the overalls, just add something extra to them.
